l-longform-article__content--narrow \">But Canadian law has also been through significant changes, starting in\u00a02015, when the Conservatives made it easier to revoke citizenship.<\/p>\n<p While Rana was acquitted of supporting the attack itself, his associate <a href=\"https:\/\/www.justice.gov\/usao-ndil\/pr\/david-coleman-headley-sentenced-35-years-prison-role-india-and-denmark-terror-plots\">David Coleman Headley<\/a> was convicted over the plot.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">On June 13, 2013, Canada\u2019s Citizenship Investigations and Revocations section beneficial revoking Rana\u2019s citizenship. Rana was notified of the choice in January 2014.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">However the documents show little further progress until 2020, when officials informed Rana they were restarting his citizenship revocation.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">It wasn\u2019t until 2024 that IRCC notified Rana they were asking the Federal Court to make the ultimate decision. The case stays before a judge in Ottawa.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">On April 10, 2025, the U.S. extradited Rana\u00a0<a href=\"https:\/\/www.justice.gov\/opa\/pr\/us-extradites-alleged-co-conspirator-2008-mumbai-terrorist-attacks-face-charges-india\">to India<\/a>, where <a href=\"https:\/\/www.nia.gov.in\/sites\/default\/files\/Document\/enc_8a784873ef5e693d292fc53c6bb07925.pdf\">police accuse him<\/a> of masterminding the Mumbai attack.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Rudder said friends who survived the mass shooting \u201chad trajectories that evolved from that moment, plenty of pain, plenty of operations, plenty of disability.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">He was \u201call for\u201d revoking Rana\u2019s citizenship, he said.<\/p>\n<div class=\"l-longform-article__div l-longform-article__content l-article__part\" data-shortcode=\"caption\">\n<figure class=\"c-figure c-figure--longform l-longform-article__content c-figure--wide l-longform-article__content--wide l-longform-article__content--inner c-figure--alignleft c-figure--expandable\">\n<div class=\"c-figure__inner\" style=\"width:2048px;\"><figcaption class=\"c-figure__caption c-longform-caption\">\n\t\t\t\t\t\t\t<span class=\"c-longform-caption__desc\"><br \/>\n\t\t\t\t\tCanadian citizen Tahawwur Hussain Rana is escorted to court, Recent Delhi, India, April 28, 2025, after his extradition from the US. (AP Photo\/Dinesh Joshi).\t\t\t\t<\/span><br \/>\n\t\t\t\t\t\t\t\t<\/figcaption><\/div>\n<\/figure>\n<\/div>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The \u201cCanadian\u201d accused of helping orchestrate the killing spree that turned Rudder\u2019s life around has pushed back against the allegations that he defrauded the citizenship system, and questioned the delays in his case.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Revoking his citizenship has taken so long that he has raised the time lag as a defence, claiming he can now not recall events from so a few years ago.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The immigration department responded in its report on Rana that citizenship revocations were \u201can inherently lengthy process\u201d with no deadline.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The report also cited \u201clegislative amendments in recent times which have significantly impacted procedures and processes with the intention to ensure the next level of procedural fairness to all individuals facing possible revocation.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The revocation of his citizenship has now spanned three prime ministers and nine immigration ministers.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The department that launched the case, Citizenship and Immigration Canada (CIC), now not exists by that name.
