A gaggle of Canadians detained overseas for allegedly being a part of ISIS will \u201chighly likely\u201d pose a threat once they return home, warns an intelligence document obtained by Global News.<\/p>\n

The Integrated Threat Assessment Centre report was written in June, after Iraq said it had taken custody of an unspecified variety of ISIS members from Canada.<\/p>\n

The suspects are liable to contribute to extremism once they returned to Canada, \u201ceither directly through an act of violence or not directly by radicalizing others,\u201d the intelligence report said.<\/p>\n

\u201cA possible return of Canadian extremist travellers currently in Iraqi custody would highly likely pose a violent extremist threat to Canada,\u201d it said.<\/p>\n

The danger posed by returning ISIS supporters was underscored on Saturday when a 21-year-old attacked Berlin\u2019s Pride festival with a vehicle and knife.<\/p>\n

A Polish woman died and 29 others were injured. Police killed the suspect, Abdul Ballout, a German citizen, on Sunday.<\/p>\n

Prior to the attack, Ballout had travelled to Turkey and Lebanon in an try to join ISIS, authorities said.<\/p>\n

He was detained in Lebanon and returned to Germany in November. A German court ordered him to attend a de-radicalization program.<\/p>\n

A month before the incident, Ottawa\u2019s threat assessment agency warned concerning the risks posed by Canadians in much the identical situation.<\/p>\n

Like Ballout, they’re allegedly extremists who left home to affix ISIS and were taken into custody within the Middle East.<\/p>\n

Terrorism analyst Lucas Webber said the Berlin incident showed that even those that tried to affix ISIS and failed might be dangerous.<\/p>\n

After ISIS seized a swath of Syria and declared it an Islamic caliphate, dozens of men and girls left Canadian cities to affix the terrorist group.<\/p>\n

As ISIS began to collapse in 2018, U.S.-backed Syrian Kurdish fighters captured Canadians who had been a part of the group.<\/p>\n

Between 2021 and 2023, the federal government repatriated nine women who had left B.C., Alberta, Ontario and Quebec to affix ISIS, in addition to their children.<\/p>\n

A 3rd of the ladies have been charged, but most others were placed on terrorism peace bonds that restrict their movement and online access.<\/p>\n

The federal government has not yet repatriated any of the Canadian ISIS men caught in Syria, including self-admitted ISIS sniper Muhammad Ali of Mississauga, Ont.<\/p>\n

The others were residents of\u00a0Edmonton,\u00a0Windsor<\/a>\u00a0and\u00a0Montreal<\/a>, in addition to a Briton who has never lived in Canada but obtained citizenship through his father.<\/p>\n

A sixth Canadian,\u00a0Mohammed Khalifa, was taken out of Syria by the US in 2021, flown to Washington, D.C., and imprisoned for all times.<\/p>\n

Sheryl Saperia, a consultant who advises on security matters, said German authorities appeared to have incorrectly assessed the threat Ballout posed.<\/p>\n

\u201cThe query that Germany answered wrongly, and that Canada now faces, is: on what evidence will we conclude that somebody who set out to affix ISIS not intends to act on it?\u201d<\/p>\n

\u201cThe Canadians detained in Iraq got much further than he did,\u201d said Saperia, CEO of Pearl Strategic Counsel and former head of an advocacy group for terror victims.<\/p>\n

\u201cThey arrived, they lived under ISIS rule, and at the very least one fought for the group and publicly called for attacks here,\u201d she said.<\/p>\n
